The collection consists of one letter written by John F. Foltz and addressed to Dr. Lee Kennett, history professor at the University of Georgia. In the letter Foltz responds to a book written by Kennett concerning World War II. Foltz, a World War II veteran, states that contrary to Kennett's belief, the war was not over until December 31, 1946. Moreover, up until October 1946, the draft continued. As a 1945 draftee, Foltz does not want the late draftees to be left out of World War II history.
